Frey's purpose for being built was to catch fish (and maybe other edible sea products). Weilding the element of water, fish are easily captured, gutted, and cleaned. One of his eyes (left) is specially installed to spot detail, and see through certain materials to efficiently perform his job. Of course, such a job requires some skill. Because of this, he lacks power and stamina.
